Some are very down on the McCoy era. But others are not. My own view is that his first year contains some stinkers (I couldn't watch 'Delta and the Bannermen', it was so bad), but the second two years have some good stories ('Remembrance', 'Fenric', 'Ghost Light'), and the best Anthony Ainley Master performance ever, and that McCoy was the best Doctor since Tom Baker left.
There is no Serious Fan consensus. Many agree with Kim Newman's view that it went wrong as soon as K-9 appeared (and I personally would go along with that), but others despise the Pertwee years. There are even some who think 'The Horns of Nimon' is good, but that way madness lies. I myself have the generally considered somewhat eccentric view that 'City of Death' isn't anything like as good as it's cracked up to be.
