I have this cracky theory that Boe is Dalek Sek.

He probably isn't, but the idea amuses me.

Ha-ha - that would be so funny! And it would fit with him describing himself as 'the last of his kind' in Gridlock, too - which actually rules out either Time Lords or humans if it's taken literally, since Martha and the Doctor are sitting right by him when he says it.
